Message	One is the outer hole that secures the fiberglass part to the rad core, and the other is a few inches to the midline of the car, which secures the metal reinforcement. Those screws are approximately the same size and may in fact be the same part, but will have different part numbers anyway. You are correct that the 95 and 96 models did not come with an upper weatherstrip on that panel.
